It's basically a "convenience fee", to "benefit" us, so that instead of having to cover incidentals such as your fitness room or internet, there's a required fee that lumps everything together. By the end of the fortnight, they are usually swimming like fish, thus leaving your winter Sunday mornings free to wallow in the papers rather than wallow in the local council baths.
